Jammu Kashmir Vichar Manch (JKVM) team comprising of National President sh. TN Razdan and former NCR President Sh. Ajey Bharti  had a a fruitful meeting with the Home Secretary Ministry of Home Affairs Government of India in North Block New Delhi. The meeting was prompted by the DRPSC after its Chairman instructed the Home secretary to hold a meeting with the representatives before next meeting of the DRPSC to share the action taken by the government on issues raised by the community representatives in the meeting with Parliamentary Panel.  Various issues were discussed covering almost all aspects of the community life in exile particularly related to reluctance of the government to address issues, shortage of accommodation for those living on rent in Jammu, left over properties in valley, illegal encroachments and failure of the government to clear them and defranchising of the community and so on.

  The Home secretary as a matter of fact agreed on certain vital matters and there has to be corresponding action on our part to ensure the implementation.

1. Encroachments: Home secretary plainly said that as a policy it will remain a talk only. so we must submit specific examples of encroachments and submit it to both Home secretary and representatives of the state government.  We will collectively submit the same to both and keep a record also. That will help us review the progress of these cases also from time to time.

2. Medical expenses reimbursement: we raised the issue of Medical Fund lying with Relief Commissioner Jammu. Revenue commissioner J&K sh Vinod Koul said that there is a well laid policy and like in case of employees expenses will be reimbursed. 

 They have agreed to evolve a mechanism to accept such applications in Resident Commissioner's office Delhi also. They rejected our suggestion to involve KMECT in this. But I will still suggest that Team KMECT must take the leading role in this to guide needy patients in completing the paper work.

3. Similarly in case of special scholarship schemes for students they have accepted to amend some schemes to include displaced students in the eligible candidates.

There in fact is no official communication from the government of J&K to suggest that it neither recognises the displacement of Hindu Minority from Kashmir valley nor is any concession given to these hapless citizens by their own state government. If the 70,000 displaced families are to be rehabilitated back in Kashmir Government has to be pro active. It has to ensure:

 

A)     That the reason responsible the displacement in first place are identified and eliminated to ensure that there is no refoulement.

 

B)     The scattered return will be a security hazard socially, politically and economically. Hence it has to be concentrated preferably at one place.

 

C)    Political empowerment to ensure participation is must.

D)    Early enactment of Law to protect the Temples and Shrines of the minority Hindu community in Valley.
